Tackle Sean Locklear was given a first-round tender, the second-highest qualifying offer for a restricted free agent. Locklear receives a one-year contract offer of $1.85 million. He is now a restricted free agent and can sign an offer sheet with another team. The Seahawks could match the terms of that offer sheet and retain Locklear or accept a first-round pick as compensation.

Wide receiver D.J. Hackett and safety Jordan Babineaux were tendered second-round qualifying offers, which is a one-year offer of $1.3 million. The Seahawks would receive second-round picks as compensation should they leave. Linebacker Niko Koutovides and defensive tackle Craig Terrill were given a qualifying offer of $850,000. The Seahawks would receive compensation of a pick in the same round the player was drafted if either left. For Koutouvides, that would be a fourth-round pick, for Terrill a sixth-round choice.

The team also tendered a qualifying offer to fullback Leonard Weaver, who is an exclusive-rights free agent, which is a player that has two years or fewer of experience and can not leave the team if he is tendered a qualifying offer.
